In 2005 and 2006 respectively, the association did break into two private breeds reproduction fields, all the lives in there were starving and with their last breaths… they survived by eating the excrement or their companions… how come this kind of hell could be found in a so called “advanced country” like Taiwan… that’s really ridiculous and pathetic …
In March of 2009, the association received a call reporting about a breeds reproduction field located beside the cemetery in Chi Shan of Kaohsiung. All the dogs there were deformed… as if we entered to a mummy land … All the lives found were bony and with very weak breaths… In the gutter nearby, there were thrown away bags of corpses… the swollen corpses tore the bags open… the terrible smell and maggots spread out … really scary… Was this another debtor vanishing case ?
In order to understand more about the truth, the association members spent one week to monitor it, we arrived to the scene before the morning was broken… we jumped through the high and dangerous walls, some volunteers got hurt … we hid behind the discarded cages to gather evidences and unintentionally we found smelly corpses with maggots… we covered our faces and told ourselves to be calm, however, we detected even more corpses and bones after we calmed down …
How come so many corpses are just abandoned like this ? Nobody even cared to clean the rotten corpses up …
Afar, there was a big dog lying beside a tire, his weak breaths made his bony body vibrate … In a sudden glance, anyone would consider it as a dead body … But why the responsible for the dog did not care at all ?
All these doubts and what we saw made this event more and more unacceptable for the association, we needed to investigate it as soon as possible!
The association members discovered that the responsible for this remote breeds reproduction field lived near, he came to feed the dogs everyday … but the horrible thing was, he fed them with rotten food with maggots in it … and even though not every dog got it …
After a few days observation, the association members noticed that part of the dogs were not fed at all... like Huskies, almost all Huskies had not food nor water at all ... they could only be starved to death in their dirty cages ...
No more crying! No more shouting! No more hopes anymore !
The lives chosen to be abused did not struggle nor cry…they could only lie in the corner lifeless and without strength, waiting for the last breath to end…
All the volunteers were shaking, we could not wait to save them all out of there … but we couldn’t … the impulsive action and sympathy would only give this life-abusing scoundrel a chance to survive …
One morning, the association volunteers divided themselves into several groups, some were guarding and others went to look for more new traces nearby, while the most senior ones risked into the breeder's field to gather evidences...
Maltese、Chihuahua、Fox Terrier、Poodle、Pomeranian、Corgi、Akita、Shiba Inu、Golden Retriever、Labrador Retriever、Old English Sheepdog, Doberman、Minpin、bulldog、Shih Tzu、Wolfhound … and a lot more of popular breeds, now they were all deformed ... only because they could not even have a normal meal...because their existence was only to satisfy some people's vanity ...
Passing cage by cage, our steps became heavier and could hardly go on … What should we do ? What should we do ? Tears fell down like a broken pearl necklace …
Why there was a ball of cotton at the corner of the cage ? Actually it was a dead dog with long white hair... the messy hairs were still on his body but the skin and bones were already dried ...
Why these dogs were stepping on their companions at the corner ? Actually the companion under their feet was already dead...
A big Doberman was encaged in such a small cage which made him immovable... A beautiful Old English Sheepdog has lost his strong body shape... Don't even mention the Golden Retriever, he was only a rack with hair ...
The bowls were all empty… not even a rain drop to drink…crowded and dirty environment… full of dead smell…
In the gutter, bags of corpses were thrown away like trashes… nobody cared even they blocked the drain… the volunteers went down to the gutter with a painful heart and wanted to take those corpses away to bury, however, the quantity was so large which already exceeded the loading we could afford… many bones were even stuck in the mud…
“Some people is coming! Let’s go out of here !”
A group of people rushed away in the car… in the car there was something in the air… not the bad smell of the scene but the sorrowful sadness and grief…
After our checking, we discovered that this breeds reproduction field was still operating, but the responsible controlled the life and death of others just like a hellish evil… He stopped providing food and water to those breeds with bad sale and starved them to death… After they died, he packed those smaller ones in bags and threw them into the gutter, and the bigger ones were abandoned in the corner of the field and let them rot with the time …
Most of the smaller dogs had food, because of the good sale… Even to those valuable breeds, he only provided them a little rotten food, never full enough but would not starve to death either, could you imagine that ? Watching the helpless pain of those starving dogs, he could even laugh coldly… nobody could ever accept such a hideous behavior. A person who treated lives so cruelly, it is just like a lunatic psycho standing behind us with a knife … really made us shiver …
This evil who abused the dogs to death intentionally is even worse than those breeders who released the dogs intentionally and let them die by themselves ...
A murderer who played and abused dogs' lives in this way ... I wonder ... does he have humanity?
Currently the association launched the preparation, we planed to visit the place together with related units and to rescue the lives out from the dog hell... We will publish this breeder's malignant behavior to the public and let it open to the judgment of the society.
According to the 32nd regulation of animal protection laws : if the feeder let his/her animals be bothered, abused or hurt with bad intention, and if the case is serious and may jeopardize the animals’ lives, the municipal, county or city official authorities could take the animals away from the feeder.
Besides, the fifth regulation of animal protection laws also stated : the feeder should provide appropriate food, water and sufficient space to the animals. Pay attention to their safety, shelter, ventilation, illumination, temperature and cleanness of the environment.
In the sixth regulation it also says : nobody should bother, abuse or hurt the animals with bad intention. Violation to above mentioned fifth and sixth regulations : abuse or hurt the animals intentionally, cause serious physical disability, lose function on important organs or death to the animals, the feeder could be sentenced to pay a penalty amounted from NT$100,000 to NT$500,000, and his/her name or photos will be published.
With this event, the association hopes the related governmental units could help to reintegrate the breeders, set higher qualifications for the certificates, and limit the reproduction quantity and where they sell. Do not tolerate those evils to consider others’ lives as a lucrative business.
Memorandum
Regarding the third regulation for the breeds reproduction field management : the pet industry administer should hire at least one qualified professional personnel with below qualifications in his/her breeds reproduction field, sale or foster homes :
1- Education level above vocational college, majored in pasturage, veterinary, aquatic products and animal related.
2- Have participated professional or pasturage, veterinary, aquatic products and animal related training courses hold by official authorities and qualified with a certificate.
3-The standard calculation for the reproduction surface is 3.3 meter square for one big size dog, two medium size dogs and three small size dogs as maximum.
4-The maximum layers for cages installation : fence in plane surface or single layer cage (multiple layers are not allowed) for big size dog; maximum two layers cage for medium size dogs; maximum three layers cage for small size dogs.
We believe this breeds reproduction field does not match any of above mentioned regulations.

Today the association director and the section chief of Kaoshiung county Animal medical laboratory center were discussing about this case, currently all the dogs are confiscated and the penalty is under process, too; however, the imperfect animal protection law in Taiwan may not conclude this case with a happy ending for the people who love dogs… The section chief manifested if the breeder wanted to claim for the dog back and submitted a plea, the case would be handled and judged by Kaohsiung County government. If Kaohsiung county government dismissed the plea, the case would maintain the current status, the dogs would be confiscated by the animal medical laboratory center and arrange for the adoption; but if the Kaohsiung county government showed favor under the breeder’s side intentionally, then all the dogs should be returned to the breeder and they would fall into the hell again …
The association sincerely pleads to all kind hearted people to help, please give a call, email or fax to Kaohsiung county government to voice out. Let’s unite our strength and plead Kaoshiung county government not to give way to such a mean breeder, not to be the accomplice of abusing lives !!!
